I, Talgar Satybaevich Abilov, was born on 12 August 1977 in the village of Nogayty, Bayganinsky District, Aktobe Region. I am of Kazakh nationality. I am married and have three children.
In 1994, after graduating from Sagiz Secondary School, I was admitted to the Faculty of General Medicine of the Aktobe Medical Institute. Upon graduation in 2000, I completed an internship in the specialty Obstetrics and Gynecology.
I began my professional career in 2001 as a lecturer at the Department of Microbiology. After the successful defense of my Candidate of Medical Sciences (PhD-equivalent) dissertation in 2006, by decision of the Committee for Control and Attestation in the Field of Education of the Ministry of Education and Science of the Republic of Kazakhstan, I was awarded the academic degree of Candidate of Medical Sciences. In the same year, I was appointed Acting Associate Professor of the department.
Since 2003, I combined my teaching activities with the position of Assistant to the Rector of Marat Ospanov West Kazakhstan State Medical Academy. In 2008, I was appointed Deputy Dean, and from 2011 I served as Dean of the Faculty of General Medicine.
From 2017 to 2019, I held the position of Vice-Rector for Academic and Educational Affairs of Marat Ospanov West Kazakhstan State Medical University. From 2019 to 2025, I served as Dean of the Faculty of General Medicine.
From 20 January 2025 to 11 December 2025, I performed the duties of Chairman of the Board – Rector of the Non-Commercial Joint-Stock Company “Marat Ospanov West Kazakhstan Medical University”. Since 12 December 2025, I have been appointed Chairman of the Board – Rector of the same university.
I continuously improve my professional qualifications. I have completed advanced training programs on:
- “Integration of Evidence-Based Medicine in Medical Universities Using PBL, CBL, and TBL” (2013);
- “Management and Leadership in Medical Education” (2015);
- Professional retraining in “Healthcare Management” (2017).
In 2017, I completed the Leadership Development Program for State Healthcare Institutions at Nazarbayev University, as well as the “Leadership Development and Management Training” program at Duke University School of Medicine (USA).
In 2018, I participated in the training “Risk Management in Management Systems Based on the International Standard ISO 31000:2009” at Russian Register Eurasia LLP. In 2024, I completed the program “Academic Leadership Institute: Deans’ School” at Nazarbayev University.
I am the author of more than 40 scientific publications in national and international journals. I am also the author of the invention “A Method for Histological and Microbiological Diagnosis of Inflammatory Processes in the Vermiform Appendix” (Author’s Certificate No. 41710 dated 15 July 2004) and a co-author of the monograph “Clinical Microbiology, Pathomorphology, and Immunology of Acute Appendicitis and Appendicular Peritonitis”
For my contributions to medical education, I was awarded the Honorary Certificate of the Ministry of Health and Social Development of the Republic of Kazakhstan in 2010, and the “Excellent Healthcare Worker of the Republic of Kazakhstan” badge in 2015. I was also awarded the “30 Years of Independence of the Republic of Kazakhstan” medal in 2021.
